    Director of Pre Construction

    JOB SUMMARY: The Director of Pre Construction will lead Conger’s team efforts to provide high-quality preconstruction services to its clients. Responsibilities also include being the primary day-to-day contact of the owner and the design team during the preconstruction period when necessary.

    Key Performance Objectives in order of priority include:

    1. Provides leadership, oversight and accountability to the pre-construction process to ensure highly efficient operations.     25%
    2. Partners with clients to understand their needs and resolve their pain points to maximize bid win ratios and facilitate growth of Conger Construction Group.     15%
    3. Builds and manages a high performing pre-construction team, ensuring departmental readiness and achievement of performance objectives.     35%

    Interpersonal Responsibilities

    1. Acts as the main point of contact for customers during the preconstruction process to maintain and manage trust based relationships with customers from business development through preconstruction.
    2. Owns the relationships with subcontractors throughout the preconstruction process and ensures the estimating team continues to cultivate and manage these relationships long-term.
    3. Creates and manages Design Teams (when required) throughout the preconstruction process and ensures the Design team fulfills clients’ need.
    4. Leads the hiring process of direct reports and trains new employees, by providing timely feedback on productivity and conducting performance reviews with direct reports to set and review KPIs.

    Operational Responsibilities

    1. Evaluates and pursues open project opportunities in the best interests of the company to support growth and long-term sustainability, in collaboration with the President.
    2. Manages the SOQ/RFQ/RFP processes with Marketing Department (and estimating department if required), leveraging internal skillsets to assist in the compilation of prompt, accurate and detailed qualifications and responses.
    3. Oversees the estimating department to ensure an efficient pre-construction process, including timely bid solicitation, a full understanding of Design Build-Construction Management design intent and project scopes of work to deliver value engineering solutions.
    4. Manages the day-to-day operations of the estimating team to ensure efficient estimating processes and effective project turnover to construction operations.
    5. Creates design teams that truly understand the needs of the customer and deliver exceptional work products.
    6. Works in collaboration with Project Managers and Project Executives to develop detailed scopes of work and schedules to ensure Conger has the resources to commit to effective project execution.
    7. Ensures all partners have clearly defined roles and responsibilities to support in managing 3rd party accountability.
    8. Communicates project intent with local authorities with jurisdiction, completing due diligence of building requirements, by verifying planning, zoning and permitting submission requirements.
    9. Reviews and analyzes contract documents for constructability and project risk in partnership with President and Conger attorneys.
    10. Acts as team lead between internal and external team members on assigned projects to ensure effective communication.
    11. Provides preconstruction deliverables to customers as a requirement of the contract, maintaining and outwardly communicating project budget to customers at predetermined intervals.
    12. Drives accountability with AE teams to ensure completeness of deliverables through thorough professional services contract creation with accurate and complete scopes of work.
    13. Works with AE Team in the proper execution of design decisions and development of solutions.
    14. Directs the development and usage of all software and databases related to Pre-Construction processes to ensure data cleanliness and effective reporting.
    15. Support Business Development initiatives by serving as a technical resource and attending late stage closing opportunity meeting and client interviews when appropriate.
    16. Participates in interviews and interview preparation for negotiated bids.
    17. Provides value alternative solutions taking into consideration cost, schedule, maintenance, and life cycle cost implications. Oversees value alternate preparation from subcontractors, and internal departments.
    18. Fills in design gaps for incomplete documents for the completion of estimates. Ensures estimating department has most current design information in the preparation of estimates.
    19. Prepares qualifications and assumptions that align with the contractual requirements of the project.
    20. Assists in the prequalification process.
    21. Leads internal Conger estimate review and bid process team meetings.
    22. Acts as “Bid Captain” on pursuits, particularly those projects with a preconstruction period after award, such as a Design-Build pursuit.
    23. Oversees the establishment and maintenance of budget control during the reconstruction phase of the project.
    24. Attends and represents Conger in all design and coordination meetings. On some projects may lead these meetings. Maintains an action log for outstanding items and assigns responsibility for such action items. Maintains scope issues log and is responsible for compiling pricing (with assistance from estimating as needed).
    25. Prepares or oversees preparation of preconstruction schedule with buy-in from internal departments as relates to them. Interfaces with the owners and designers to maintain schedule. Keeps internal departments informed of schedule changes as relates to their activities.
    26. Assists Project team in design decisions and development of solutions.
    27. Reviews the project construction schedule and ensures the timely preparation of the General Conditions and coordination of General Conditions with trade packages.
    28. Manages and maintains consistent deliverables in the approved format.
    29. Manages all aspects of risk and defines such for the executive team.
    30. Ensures we are adhering to contractual requirements and strategically meeting overall goals by understanding preconstruction and construction contracts and applying knowledge to assigned project.
    31. Tracks and manages construction budget between formal estimating periods and keeps owner and team abreast of current budget and impact of design decisions.
    32. Acts as the team liaison between operations, estimating and design management.
    33. Assists in the development and training of other preconstruction staff.
    34. Builds and maintains relationships with architects and engineers
    35. Builds and maintains solid relationships with subcontractors to obtain a competitive advantage for Conger.
    36. Attends industry events and represents Conger to the industry in a professional capacity.
    37. Maintains knowledge of cost elements of projects by bid package and/or uniformat (i.e., cost/sf of elements)

    Organizational Responsibilities

    1. Reviews staffing needs with President and Director of Construction Operations to ensure Conger is appropriately staffed to execute on their agreements with customers.
    2. Coordinates with President on bonding requirements and backlog status of projects to effectively manage project and company risk.
    3. Owns Pre-Construction budget and manages operations within agreed upon parameters.
    4. Leads Pre-Construction operations using defined KPIs to ensure overall company long-term sustainability.

    The Project Superintendent is responsible for adhering to established processes through management of day-to day project activities, implementing and enforcing safe work practices, acting as Conger Construction Groups on-site representative.  Eligible candidates will actively work with project teams to meet and exceed client expectations.

    • Four-year college degree or a minimum of 10 years of related construction experience consisting of a minimum of 3 years as a project foreman

    PROJECT ENGINEERING CO-OP

    GENERAL DESCRIPTION: Under the supervision and in collaboration with the company’s Senior Estimator and Senior Project Engineer, provides assistance with proposals, cost estimates, contract change orders, subcontract change orders, submittals, and budgetary pricing of public and private Construction Management, General Contract and Design/Build projects. Helps compile, qualify and maintain good working relationships with subcontractors.  Performs all functions and responsibilities in conjunction with the company’s values and beliefs and in alignment with corporate vision, mission and core values. This position reports to the Senior Project Estimator and Senior Project Engineer.

    REGULAR DUTIES:

    1. Reads and interprets written scopes of work, plans, specifications, addenda and pre-bid meeting minutes to assist Senior Estimator and Engineer with Estimate preparation and costing.
    2. Attend Pre-Bid meetings; take thorough notes and photographs to report to Senior Estimator.
    3. Update and Collect Cost data for self-perform work.
    4. Confirm general conditions items from actual jobsites and update database.
    5. Perform quality quantity takeoffs utilizing onscreen takeoff software – PlanSwift.
    6. Assist in design development sketches/drawings/scope preparation.
    7. Solicit vendor, sub-contractor and material pricing for each estimate utilizing bid solicitation software – GradeBeam.
    8. Solicit bids from MBE, WBE, and EDGE businesses as needed.
    9. Ensure bid solicitation database contact information is accurate and up-to-date
    10. Follow up with invited bidders via phone call to solicit bids.
    11. Assist Senior Estimator with subcontractor and vendor bid reviews and qualification to insure the completeness and accuracy based upon the projects requirements, plans and specifications.
    12. Track all completed bid results.
    13. Maintain filing system for completed bids
    14. Help with maintaining the Submittal Log – input dates when the submittals are received from the sub, sent to the consultant, received back from the consultant, and sent back to the sub.
    15. Assist the Project Engineer with pricing and processing change orders.
    16. Check sub contractor’s pricing for completeness (backup for labor, material, equipment, etc.).
    17. Help with maintaining Change Order Logs.
    18. Understands concepts and methods used by subcontractors.
    19. Maintain company FTP site – Adding users, Uploading contract documents (Addendum, PDF & CAD drawings, Specifications, etc.).
